This article compares international approaches to reducing drug-related harm from a public safety perspective. Qualitative analysis of official strategies and research highlights the need to assess prevention, treatment and enforcement together. The main result is a set of adaptation criteria covering service capacity, resources and outcome indicators. A phased pilot programme and an independent evaluation approach are proposed for Uzbekistan.
