This article examines legislation against illicit drug trafficking as a public policy issue. Comparative analysis of legal documents and a narrative review of research identify connections between enforcement, prevention and treatment. The proposed approach integrates legal clarity, implementation responsibility and outcome assessment. The practical contribution is an analytical matrix for evaluating legal reforms incrementally while accounting for national institutional conditions.
