Abstract

This article analyses the formation and development of inclusive education from historical-legal and pedagogical perspectives. Using a comparative method, the study examines the four main stages of the evolution of inclusive education: segregation, integration, inclusion and universal inclusion. The author identifies the problems of the organisational and legal mechanisms of inclusive education in Uzbekistan and develops specific proposals for deaf and blind students. The results demonstrate the need for cooperation between the state, educational institutions and the family in building an inclusive society.
