The article examines the role of the head of department in academic leadership and the management of teaching and methodological activities in higher education institutions of Uzbekistan. It contrasts the traditional administrative model of the position with the model of the head as an academic leader, analyses the national regulatory framework under university academic autonomy and the credit-module system, and compares Uzbek practice with departmental governance in the United Kingdom, the United States and Germany. A five-component functional model with performance indicators is proposed, together with organisational and legal recommendations.
